Maintenance Contracts

With an extensive network of service offices, IRD supports projects with preventative, scheduled and emergency maintenance. Our skilled technicians are factory trained and have the experience and resources to keep our customer's Intelligent Transportation Systems operational. Whether the system is sorting traffic, providing safety messages to vehicles, calculating tolls or collecting important data, clients need uninterrupted operation from their systems. To keep our customers' systems working in premium condition, IRD has a complete offering of service options to suit their needs. In addition to traditional maintenance contracts, IRD also maintains third party equipment as well as collects and processes customer traffic data into the Federal Highway format.

OREGON GREEN LIGHT PROJECT

The Oregon Green Light Pilot Project was initiated in 1995 to deploy semi-automated pre-clearance weigh stations designed to improve the enforcement effectiveness of existing weigh station facilities. IRD provides service and maintenance to all of the Green Light sites, as well as several data collection sites in the state.

A typical Oregon Green Light enforcement facility includes a pre-clearance/sorting system on the mainline employing weigh-in-motion (WIM) scales, and pole-mounted automatic vehicle identification (AVI) readers that interface with State computer databases. The pre-clearance system is capable of checking the compliance of commercial vehicle configuration, axle weights, and the credential records related to vehicle specific registration, tax payments, and safety as the vehicle approaches the weigh station. Upon processing the vehicle information, the driver is signaled with an in-cab device to either bypass (green light), or report (red light) to the weigh station.

NEW YORK

IRD currently maintains twenty-six (26) permanent Counting and Classification Data Collection sites for the State of New York Department of Transportation (DOT). This is a long-term service and maintenance program with the State DOT that will provide operational readiness of 95% or better from the Data Collection systems. Phase II of the project, to service and maintain forty-five (45) existing Data Collection sites, has been ongoing since contract award.

Performance Based Contracts ensure that a contractor has an obligation to maintain a level of operational readiness to a specified minimum level of performance during the term of the contract. From the owner's perspective, they want to ensure that the contractor or operator is living up to their performance obligations and will only compensate them for the quality of data obtained.

ADVANTAGE CVO MAINTENANCE CONTRACT, KENTUCKY

IRD's experienced ITS Service Representatives provide maintenance to 76 AVI (automatic vehicle identification) and WIM (weigh-in-motion) systems located at weigh stations along the I-75 corridor, including 3 at neighboring I-65 corridor locations in Kentucky and Indiana. The I-75 corridor is the main commercial corridor along the east coast of the United States extending from Florida, running through Georgia, Kentucky, Michigan and joining with the Canadian 401 in Ontario.

At the time of the contract signing, Leon Walden, Advantage CVO Program Manager indicated: "IRD has been determined to be the "Best Value" offer to the Commonwealth. We look forward to working closely with IRD during the coming year. IRD is very well respected in the ITS Industry and we are confident that IRD will provide the expertise we require."

OKLAHOMA

The Oklahoma Department of Transportation relies on IRD for its maintenance and operation contract for Weigh-In-Motion (WIM) sites. Since 1996 IRD has supported the Oklahoma DOT through various forms of partnerships, In 2002 IRD installed three new WIM sites and two new Automatic Vehicle Classification sites in Oklahoma. IRD is now maintaining, servicing and operating a total of 16 sites in the state.

IRD's solution allows the customer to receive a complete package of services from one experienced vendor. IRD provides a comprehensive program that includes the design, manufacturing, installation, collection of data, post-processing of data, report generation and maintenance of data collection systems. The IRD Service Support Team has over twenty (20) years of technical and customer service experience and is able to manage all operational needs for Data Collection and other Intelligent Transportation Systems (ITS).

UTAH

IRD maintains numerous existing Weigh-In-Motion (WIM) Port of Entry (POE) Enforcement Stations located at St. George, Wendover, Perry, and Echo. The total contract is a 5 year commitment for scheduled service and maintenance of equipment installed over the past 7 years. The contract additionally has a provision for system upgrades and repairs on a time and material basis.

The scope of this contract includes scheduled maintenance on patented IRD medium and low speed scales, over height detectors, static scale camera systems, WIM interface electronics, sorting computer systems including operator workstations and manual over-ride consoles, AVI equipment, and freeze frame cameras.

CALIFORNIA

IRD is under contract with the California Transportation Department (CalTrans) to provide equipment, software maintenance and on-call service for the statewide network of data collection and enforcement Weigh-In-Motion (WIM) sites. Equipment in the state consists of both Bending Plate and Piezoelectric sensor WIM systems. These WIM systems provide the state with comprehensive traffic data used for planning, with key systems utilized for enforcement bypass as part of CalTrans' involvement in the Heavy Vehicle License Plate (HELP) Inc. program. As part of the HELP Inc. program, the enforcement bypass sites are integrated with the PrePass Pre-clearance program, run for HELP Inc. by ACS (Affiliated Computer Services, formerly Lockheed Martin IMS).

Mr. Richard Quinley, with the Traffic Operations Department of CalTrans states, "This is our fourth service contract to be awarded to IRD since 1995. The IRD representative assigned to California is an excellent technician in terms of troubleshooting and repairing problems, is intimately familiar with each of the 92 systems covered by the contract, and has the administrative skills to procure support services as needed. We look forward to our continued relationship with IRD in carrying out our common goal - to provide the best WIM data possible with minimal system down time".
