IRD began a five (5) year contract in July of 2000 for the maintenance of the 'Shadow Toll System' for the Fredericton-Moncton, New Brunswick highway. The contract was awarded by Maritime Road Development Corporation (MRDC) and also included the design, supply and installation of “Shadow Toll” systems.

A Shadow Toll System allows highway agencies to develop new sections of highways, or contract the maintenance and service of existing highways, with payment based upon traffic volume or road usage. IRD's Shadow Toll System allows for the operation of the highway and monitoring of roadway performance without actually imposing monetary tolls on motorists.

The equipment under the maintenance contract includes 24 lanes of sensors that monitor traffic on the highway and at various points along the alternate routes. Quick response time and highly reliable equipment have resulted in systems that are online and functioning over 99% of the time. In addition to the on-site service and maintenance, IRD also accesses the site from the IRD service center to monitor the status of the Shadow Toll System and generate monthly traffic data reports.
