LTPP Data Collection

IRD was recently awarded a contract for “Weigh-In-Motion (WIM) Systems Maintenance and Data Services” with the US Department of Transportation, Federal Highway Administration (FHWA).

Under this contract, IRD will be issued task orders to provide maintenance, download data, and perform verification checks at existing Long-Term Pavement Performance (LTPP) Specific Pavement Study (SPS) WIM sites located across the United States and Canada.

WIM sites maintained under this agreement provide high accuracy traffic and load data. Additionally IRD camera systems will be deployed at select WIM locations which will cross-link vehicle images to corresponding vehicle records and enhance overall data collection.

The primary goal of the LTPP program is to understand how and why pavements perform as they do in order to provide data and products that extend pavement life at a reasonable cost.

Given the strong national interest in analyzing the pavement performance data collected at the SPS sites, the FHWA established a national pooled fund study to increase the quantity and improve the quality of traffic data needed to support analysis projects. The Federal Highway Administration’s (FHWA) Office of Infrastructure Research and Development administers the Nation’s LTPP program in cooperation with the American Association of State Highway and Transportation Officials (AASHTO), the National Academy of Science, and State Highway Agencies.

IRD has been working directly with FHWA on LTPP installations and maintenance since 2004. We are looking forward to extending our long term, successful relationship and consider this a very significant project for IRD as a nation-wide, multi-year, traffic data services provider.

This month we're featuring some of IRD's vehicle data collection products and solutions.

The New Jersey project shows how existing IRD customers can build out their data collection systems into a complete Virtual Weigh Station for enforcement. Increasingly, we are seeing that customers want a flexible system that can develop as they need additional capabilities. Our iSINC controller is a modular design that is meant to be expandable, durable and resistant to obsolescence. It means if you need a data collection system today, you can still have a Virtual Weigh Station, or a real-time traffic data system, at that location tomorrow -- without the expense of starting over with new electronics.

IRD has been involved with the FHWA's LTPP program for years, and we were pleased to once again be contracted to perform installation, maintenance and data verification for this project. LTPP is another application where the iSINC will play a critical roll.

New Jersey DOT - Virtual Weigh Station Upgrades

IRD will be deploying and integrating our Virtual Weigh Station technology into New Jersey DOT’s Data Collection Systems.

The upgraded Virtual Weigh Station systems will be used by the New Jersey State Police and New Jersey Department of Transportation (NJDOT) to automatically screen commercial vehicle traffic based on gross vehicle weights, axle weights, and dimensions throughout the State.

In total 20 Virtual Weigh Station upgrades consisting of hardware, software, camera, and communications equipment will be supplied under this contact. All of the equipment will be interfaced with IRD’s state-of-the-art iSINC Controller Electronics. IRD will also provide real time access for New Jersey State Police as well as historical data for research and planning purposes.

Real-time Volume, Occupancy and Speed (VOS)

The traffic information that DOTs and municipalities receive from their data collection sites has to be current to be useful – not data from a week ago or even an hour ago. Their systems require traffic information that is continuously updated.

IRD has two products that provide real-time volume, occupancy and speed data:

IRD’s TRS traffic classifiers continuously calculate and make available VOS. The user can set intervals from 5 seconds up to 15 minutes. On a per lane basis, volume is the count of vehicles and the average speed is based on the speeds of all vehicles passing during the interval. Occupancy for each loop is the percentage of time a loop sensor is active during the interval. Data for the last complete interval is made available until the next interval is complete.

IRD’s iSINC™ ITS system electronics can also be configured to provide VOS data in real-time. The iSINC uses a user defined “moving window” interval to calculate the VOS. The VOS values are then transmitted at a rate set by the user. The VOS values are always for the interval immediately prior to the transmission. For example, VOS could be calculated over the last 5 minutes and transmitted every 5 seconds.

In addition to the occupancy and average speed over the interval, the iSINC VOS data can contain multiple volume statistics. The user can select any combination from counts of total vehicles, vehicles by class, well detected vehicles and error vehicles either for the interval or since midnight.

Both IRD’s TRS and iSINC can provide volume, average speed, and occupancy information in real time while continuing to provide normal data collection operation.
