Mr. Harvey Alton is the former Deputy Minister of Transportation and Utilities for the Province of Alberta, Canada and is an Honorary life time member of the Transportation Association of Canada. Mr. Alton is currently working with Alton Management Services Inc. as a Consultant.
Mr. Alton has more than 35 years of experience in managing and directing all aspects of a major transportation and utilities organization. Mr. Alton received his Bachelor of Science in Civil Engineering from the University of Alberta. From 1996 to 2001 Mr. Alton was a Principal Consultant at Stantec Inc. where he provided senior expertise for institutional planning and legislation input to projects in both transportation and utilities sectors. From 1980 to 1995 Mr. Alton was the Deputy Minister of Transportation and Utilities in the Province of Alberta. In this position Mr. Alton directed the development and implementation of policies and programs related to the planning, construction, maintenance and traffic safety on the 14,000 km primary highway network, 250,000 km local and secondary road systems, 85 provincial and community airports, and programs for the development and rehabilitation of water and wastewater treatment and distribution and collection systems for 250 municipal governments.
Mr. Alton’s industry experience includes developing programs to restore and upgrade road and rail infrastructure in rural areas and develop the capabilities of public institutions and organizations to carry out basic infrastructure improvements and maintenance operations more effectively.
